Has anyone ever cleaned one? Does it need to have oil on it
after > being cleaned?

I sell them and have cleaned a bunch. Use the K&N cleaner and oil. It is
available at about any auto parts store for now much, and one small kit will do
your filters for several cleanings.
Knock off the big chunks by gentle tapping.
DO NOT use high pressure air or water on the filter!
To get some of the bigger bits that won't tap off, you can use a soft bristle
brush to GENTLY flick off the bigger bits.
spray the filter well with the cleaner and let it sit for about 10-15 minutes.
then gently rinse from the inside out (opposite air flow) with water. NOT HIGH
PRESSURE.
The filter should be a whitish color, older ones will take on a little bit of a
grey look, this is normal.
Let the filter air dry, again DO NOT use high pressure air to dry it.
After totally dry, 3-4 hours depending on weather, then oil it.
If you have spray oil, the oil is supposed to come out in kind of a sputtering
stream, not in a fine fan pattern (not supposed to be like paint).
If you have the flip top non-pressurized oil, then the instructions are about
the same:
apply oil to the side or top of each ridge on the outside, the side the air hits
first. If using spray oil, you can spray across the top of one, towards the side
of the next one.
Only apply ONE line of oil to each pleat.
Let the filter sit for 10-15 minutes and inspect. It should be a uniform pinkish
red. IF you see white spots, just touch those up, DO NOT oil the entire thing
again.
Use a lint free rag or paper towel to blot any bubbles of oil from the wire
screen and wipe up the gasket surface.
You should be good for 10,000 or more miles. You don't need to clean them more
than maybe once a year for typical driving. you should be able to clean a K&N
filter 25 or so times.
Read the instructions, but they should be pretty close to this.
